Kasturba Gandhi Girls School

कस्तूरबा गांधी बालिका विद्यालय
भारत सरकार ने 2004 में अनुसूचित जाति अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग की बालिकाओं के लिए जो दूर ग्रामीण इलाकों में रहती हैं उनके लिए आवासीय उच्च प्राथमिक विद्यालय की स्थापना करने के लिए एक विद्यालय योजना का प्रारंभ करने का प्लान बनाया जो किसका नाम महात्मा गांधी की पत्नी कस्तूरबा के नाम पर रखा जाना पारित हुआ और इस विद्यालय का नाम कस्तूरबा गांधी बालिका विद्यालय रखा गया शुरू के 2 वर्ष तक एक अलग योजना के रूप में सर्व शिक्षा अभियान बालिकाओं के लिए प्राथमिक स्तर पर शिक्षा देने के लिए राष्ट्रीय कार्यक्रम एवं महिला समाख्या योजना के तहत सामंजस्य बैठाया गया लेकिन 1 अप्रैल 2007 से इसे सब शिक्षा अभियान में से अलग कर दिया गया
योजना का प्रसारण एवं उसकी प्रकृति
यह बालिका योजना यह बालिका विद्यालय योजना सन 2004 से जितने भी पिछड़े क्षेत्र हैं वहां पर जारी हैं जहां ग्रामीण महिला साक्षरता का दर नेशनल लेवल पर 46% से कम है और 2001 की जनगणना के अनुसार सेक्स रेश्यो राष्ट्रीय औसत पर 21% से अधिक है वहां पर इस विद्यालय को बनाया गया
ऐसे क्षेत्र में या विद्यालय बनाया गया जहां अनुसूचित जाति जनजाति अन्य पिछड़ा वर्ग एवं अल्पसंख्यक की जनसंख्या अधिक हो लेकिन महिला साक्षरता का दर काफी कम हो और स्कूल से बाहर रहने वाले अर्थात जो बच्चे स्कूल नहीं जाते हैं ऐसी बालिकाओं की संख्या अधिक हो वहां पर विद्यालय खोला जाना था
ऐसा क्षेत्र है जहां महिला साक्षरता दर बहुत निम्न हो
ऐसे क्षेत्र जो काफी पिछड़े हुए हैं और जहां के निवासी शिक्षा से काफी दूर हूं और वहां पर दूर-दूर तक कोई विद्यालय ना हो
शुरुआत
1 अप्रैल 2008 से कस्तूरबा गांधी बालिका विद्यालय योजना के लिए कुछ शर्तें रखी गई जो कि संशोधन के अंतर्गत थी
देश के 316 शिक्षित रूप से पिछड़ी ऐसे क्षेत्र जहां ग्रामीण महिलाओं में साक्षरता दर काफी कम था इसमें वे क्षेत्र शामिल किए गए
देश के 94 शहर या ऐसे कश्ती जहां अल्पसंख्यक समुदाय की महिलाएं जिन की साक्षरता दर नेशनल लेवल पर 53 परसेंट से कम थी इन लोगों को इस योजना में शामिल किया गया
उद्देश्य
इस विद्यालय का मुख्य उद्देश्य ऐसे परिवार जिनके घर की बालिकाएं विषम परिस्थितियों में जीवन यापन कर रही हूं एवं विद्यालय से उनका कोई नाता ना हो ऐसे लोगों के लिए विद्यालय बनाए गए
ऐसी बालिकाओं पर ध्यान देने के लिए जो विद्यालय से बाहर हैं तथा जिनकी उम्र 10 वर्ष से ऊपर है
75% अनुसूचित जाति जनजाति एवं अन्य पिछड़ा वर्ग तथा अल्पसंख्यक समुदाय की बालिकाएं एवं 25 परसेंट गरीबी रेखा से नीचे जीवन यापन करने वाली बच्चियां एवं का परिवार इस योजना के अंतर्गत लाभान्वित होगा
राज्य सहायता समूह
शुरुआती स्तर पर बालिका शिक्षा के राष्ट्रीय कार्यक्रम योजना के तहत राज्य स्तरीय समन्वय समिति,कार्यक्रम को निर्देशन और सहायता देगी इस समूह में राज्य सरकार से संबंधित जो विभाग हैं एवं भारत सरकार की जो प्रतिनिधि हैं एवं बालिका शिक्षा के क्षेत्र से संबंधित विशेषज्ञ हैं शिक्षाविद हैं आदि सभी शामिल होंगे इस समिति द्वारा विद्यालय के मॉडल एवं स्थान स्थान का निर्धारण किया जाएगा जिला समिति द्वारा कार्य किया जा रहा है प्राथमिक स्तर से लेकर गए इंटर तक बच्चियों को निशुल्क शिक्षा उपलब्ध कराई जाएगी साथ ही उनके रहने के लिए आवास की व्यवस्था एवं भोजन की व्यवस्था भी निशुल्क होगी
वहीं राज्य सोसाइटी को कस्तूरबा गांधी बालिका विद्यालय योजना निधि के तहत बैंक में एक अलग खाता सेविंग अकाउंट खुलवाना पड़ेगा और राज्य सरकार को भी एक अलग बजट किस पक्ष में समान मात्रा में निधि जारी करना होगा उसी अनुरूप जिला एवं उप जिला संरचना पर भी अलग अकाउंट से इसका संचालन किया जाएगा
खर्च
बालिका छात्रा की देखभाल के लिए प्रति छात्रा की दर से 7509 रुपए खर्च करना होगा
Rs.500 की दर से प्रत्येक बालिका छात्रा को छात्रवृत्ति देना होगा
Rs.50 प्रति माह की दर से पुस्तक कॉपी पैंट व अन्य शैक्षिक सामग्री के लिए राशि खर्च करनी होगी
परीक्षा शुल्क लगभग शून्य
इन को पढ़ाने एवं देखभाल करने के लिए वार्डन या संरक्षक की संख्या 1 पूर्णकालिक शिक्षक की संख्या 4 एवं अंशकालिक शिक्षक की संख्या 3 तथा सहायक कर्मचारी के रूप में लिपिक चौकीदार रसोईया की संख्या दो रहेगी
